This study has been conducted to explore, understand and categorize policy entrepreneurs' roles in public policymaking, in order to achieve a deeper understanding of this phenomenon among the viewpoint of the study participants. This phenomenographic study has used the semi-structured interview as the primary data collection method. The sampling was purposeful and based on maximum variation and snowball methods, and its size was determined based on a theoretical saturation of 20 participants. Accordingly, twenty participants were interviewed who had directly dealt with the phenomenon of policy entrepreneurship by finalizing policy innovations in 11 policies in recent years. The findings of the data analysis provided six descriptive categories of policy entrepreneurs' roles, including 'concerned actor,' 'coach,' 'marketer,' 'politician,' 'behind the scenes actor,' and 'supervisor,' all of which fell into three individual, policy networks and institution levels. Finally based on discovered descriptive categories, the Outcome Space of policy entrepreneurs' roles in public policy of Iran, In order to answer the question of this research have been presented.
