مدل برنامه‌ریزی استراتژیک اینترنت اشیا و دلالت‌هایی برای سازمان‌های دولتی

چکیده

اینترنت اشیا با کاربردها و توسعه سریع آن، فرصت‌های زیادی را برای کسب‌وکارها فراهم می‌آورد. در عصر اینترنت اشیا به عنوان یک فناوری برهم زننده، راهبردها‌ به سرعت عقب می‌مانند. بنابراین سرعت برنامه‌ریزی باید همگام با شرایط جدید بوده و مفاهیم اینترنت اشیا به آن اضافه شود. علی‌رغم اهمیت موضوع برنامه‌ریزی استراتژیک اینترنت اشیا، پژوهش‌های اندکی در مورد مدلی مناسب برای برنامه‌ریزی استراتژیک اینترنت اشیا صورت گرفته است. در این مقاله، به منظور توسعه چنین مدلی، با استفاده از روش فراترکیب، بررسی نظام‌مندی در ادبیات مرتبط با موضوع این پژوهش صورت گرفته است. در نهایت مدل برنامه‌ریزی استراتژیک اینترنت اشیا با 4 مؤلفه و 11 زیرمؤلفه و توالی آن‌ها‌ توسعه داده شد. شناسایی فرصت‌های کسب‌وکار اینترنت اشیا، ارزیابی قابلیت‌های فنی مورد نیاز اینترنت اشیا، ارزیابی قابلیت‌های سازمانی مورد نیاز اینترنت اشیا و امکان‌سنجی اقتصادی تأمین قابلیت‌های فنی و سازمانی اینترنت اشیا به عنوان مؤلفه‌های مدل برنامه‌ریزی استراتژیک اینترنت اشیا معرفی شده‌اند. مدل ارائه شده در این مقاله عام می‌باشد، لیکن پیاده‌سازی هر یک از مؤلفه‌ها، در هر سازمان، صنعت و یا هر بخشی (از جمله بخش دولتی) ممکن است تفاوت‌های اجرایی با یکدیگر داشته باشند.

With fast development and application, the Internet of Things (IoT) brings more opportunities to business. In the age of the Internet of Things as a disruptive technology, strategies can quickly fall behind, so the rhythm of planning has to keep pace. As well, the IoT concepts have to be added to the strategic agenda. Despite the importance of IoT strategic planning, few studies have been conducted on a suitable model for it. In this paper, to develop such a model using the meta-synthesis method, a systematic review was applied. Finally, the IoT strategic planning model with 4 components and 11 sub-components and their sequence was developed. “Identifying IoT business opportunities”, “evaluating IoT technical capabilities”, “evaluating IoT organizational capabilities”, and “economic feasibility of providing IoT technical and organizational capabilities” have been introduced as the components of the IoT strategic planning model. The model presented in this paper is general, but the implementation of each component, in any organization, industry, or sector (including the public sector) may have operational differences.
