ریخت‌شناسی و بازخوانی وجوه رفتارشناختی فراخوان در سازمان‌های دولتی

چکیده

بر پایه نگاهی کلاسیک در حوزه دانش مدیریت دولتی، شایسته است اداره‌کنندگان امور عمومی خود را کسانی بدانند که برای خدمت به عامه فراخوانده شده‌اند. بر این اساس و با نگاهی استعاری، اگر امور عمومی به مثابه یک دعوت و فراخوان دانسته شوند، سزاوار است که اعضای سازمان‌های دولتی خود را در معرض چنین فراخوان و دعوتی ببینند. از آنجا که سازه فراخوان واجد درجه بالایی از انتزاع است، مادام که در معرض کالبدشکافی و ریخت‌شناسی نظری قرار نگیرد، مخاطبان دعوت به فراخوان‌دانی سمت‌های دولتی، فهم نامنسجم و گسیخته‌ای از قالب و محتوای آن خواهند داشت. مضاف بر اینکه، پیامدها و کارکردهای رفتاری آن نیز می‌تواند برای ایشان محل پرسش و بحث داشته باشد. مطالعه حاضر کوششی نظری است تا در کنار وصفی ریخت‌شناسانه (کندوکاو در تعاریف و حدود و ثغور، ویژگی‌ها و گونه‌ها) از پدیده فراخوان در سازمان‌، در یک بازخوانی به بررسی وجوه رفتارشناختی آن بپردازد.

چکیده [English]

According to a classical view in public administration, public administrators are expected to perceive themselves as the ones who have been called to serve the public. On such a basis and through a metaphorical view, if pubic administration is perceived as a “calling”, members of public organizations are to consider themselves subject to such a calling. Due to the high degree of abstraction of the construct “calling”, as long as it is not subjected to theoretical morphology, the addressees and targets of such calling would have no coherent understanding of its form and content; Moreover, its behavioral outcomes and functions might be dubious and controversial for them. In this regard, this study is a theoretical attempt to review the behavioral aspects of calling in organization; In addition, it attempts to offer a morphological description of calling, through exploring its definitions, limitations, specifications and species.
