Iran's Administrative System and the Phenomenon of "Doctor Employees"

Abstract
Undoubtedly, one of the issues that play an important role in the fit or mismatch between person and job in the public sector of Iran is education or degree. This issue has been the basis for the unlimited expansion of university-type high schools and market-oriented universities and the market-oriented strategy of top universities in Iran. Many public sector employees, who see the qualification as an important condition for promotion, have become widely involved in a variety of market universities, and sometimes even top-level universities, in recent years. The thirst for a doctorate has intensified to such an extent that the top universities in the country have entered into fierce competition with the conventional market universities in order to quench this thirst and earn money. The phenomenon of "doctor employee" has consequences that I will talk about in this issue.
