Syndrome of "everyone for himself" in Governance

Abstract
In ordinary social discourse in public, you have heard phrases such as "everyone has taken his/her share, corruption has taken over the country, if you do not eat, they will eat" or the very negative phrase of "everyone is a thief" or "everything in this country is their own". Are these statements really true about all members of the society and government agents? And how to theoretize this problem? I will talk about it in this issue.
