The present study was conducted with the aim of designing a comprehensive and practical image of smart governance for the city of Tehran, with thematic analysis approach, and an emphasis on the Tehran Municipal Organization. This paper was carried out in the municipality by understanding the role and importance of smart governance in the target organization and considering the shortcomings of previous studies regarding the introduction of a comprehensive Image. Therefore, this research is developmental-applicative in terms of purpose and qualitative (theme analysis) in terms of method. In order to design the desired image, 9 university experts and executives were interviewed, who were selected purposefully. Then, the triangular method was used to validate the interviews. Based on the findings, 68 primary codes were identified in the qualitative section; The codes identified in 3 main themes (political imagery, social imagery and economic imagery) and 6 sub-themes (integration of political governance, increasing political participation, social culture, active social participation, optimal capacity building of the urban economy and integration municipal revenues) were identified for smart governance strategies in Tehran Municipality.
