The research aimed to depict transcendental governance in light of the thoughts and considerations of the commanders and agents of Shahid. This research is practical in terms of purpose and the data was collected qualitatively, using library studies and documentary methods and based on purposeful sampling, the wills of 18 martyred commanders, who were accessible, and the concepts were based on The theme analysis method was coded and categorized and finally, the research model was drawn. Based on the findings, 133 primary concepts were obtained and the concepts are in the form of 51 sub-codes and 12 main codes, including faith, central guardianship, avoiding worldliness, organizational and social interaction, righteous action, revolutionary vision, and attitude, physical fitness, piety, and authenticity. Family, central moral competence, personality development, and Jihadi and Ashura spirit were categorized. It is hoped that attension to the codes obtained in the governance of the country to help the transcendental governance derived from religious teachings to the comprehensive development of the country.
