Changing people's behavior in various fields of health, education, environment, economy, culture has been one of the main concerns of policy makers. In this regard, the behavioral policy-making approach, which offers mechanisms for changing behavior based on insights from cognitive psychology, nudge and architecture, has been considered in recent years. Experts have criticized this approach from a moral point of view and considered it contrary to the freedom of citizens. This research aims to design and use this approach in the field of public policy from the perspective of Islamic values and anthropology. To achieve the purpose of the research, the thought of Shahid Motahari as one of the experts in the field of Islamic anthropology has been studied and using the methodology of signification research, some indications have been provided for the general design of Islamic behavioral policy making. The implications of research for behavioral policy-making are to determine the growth of the individual and society as the goal and end of change, focus of the behavior change process is on instinctual behavioral behaviors, considering the differences in the pattern of behavior change of common people and properties, Strengthening the intellect and will in all behavior change programs, paying attention to the ratio of internal and external factors, paying attention to two macro strategies of repulsive and gradual change in different situations of behavior change and moving towards indigenousness.
