طراحی الگوی رهبری تحول‌آفرین جهانی مبتنی بر رویکرد شایستگی‌محور (مورد مطالعه: وزارت نیروی ایران و واحدهای تابعه)

چکیده

این پژوهش با هدف ارائه الگوی رهبری تحول‌آفرین جهانی در وزارت نیرو انجام شده است. در انجام این پژوهش از چارچوب رویکرد کیفی و روش نظریه داده‌بنیاد و مدل پارادایمی (طرح نظام‌مند) استفاده شده است. این الگو شامل شرایط علّی، مداخله‌گر، زمینه‌ای، راهبردها و پیامدهای شایستگی‌های رهبران تحول‌آفرین جهانی در وزارت نیرو است. در این راستا 15 نفر از معاونان و مشاوران‌ وزیر و مدیران شرکت‌های بین‌المللی از شرکت‌های وابسته به وزارت نیرو به‌عنوان نمونه آماری مصاحبه‌های نیمه‌ساختاریافته انتخاب شدند. مصاحبه‌ها در سه مرحله کدگذاری باز، محوری و انتخابی تحلیل شدند. در مجموع 192 کد باز، 45 کد محوری و 16 کد انتخابی دسته‌بندی شد. یافته‌ها نشان داد که در وزارت نیرو ایران شایستگی‌های رهبران تحول‌آفرین جهانی شامل مهارت‌های شناختی، مهارت‌های ارتباطی جهانی، دانش عمومی و تخصصی و نگرش‌های خاص است. همچنین، شرایط علّی شامل ویژگی‌های شخصی، تجربه و عوامل سازمانی، راهبردها شامل توانمندسازی و توسعه فردی، شرایط زمینه‌ای شامل فرهنگ سازمانی و نظام شایسته‌سالاری و شرایط مداخله‌گر شامل تحریم‌ها، فرهنگ ملّی و سیاست‌های کلان ارائه شده است. در‌نهایت، پیامدها شامل تحقق اهداف و مأموریت‌های وزارت نیرو، درآمد ملّی بالاتر، توسعه پایدار و ارتقای امنیّت ملّی است‌.

This research was conducted with the aim of providing a model for transformational leadership in the Ministry of Energy on a global scale. The qualitative framework, grounded theory approach, and systematic paradigm model were employed in conducting this study. The model includes causal conditions, intervening conditions, contextual conditions, strategies, and consequences of the competencies of transformational leaders in the Ministry of Energy. In this regard, fifteen deputy ministers, advisors, and managers of international companies affiliated with the Ministry of Energy were selected as a sample for semi-structured interviews. The interviews were analyzed in three stages: open coding, axial coding, and selective coding. In total, 192 open codes, 45 axial codes, and 16 selective codes were categorized. The findings demonstrated that the competencies of global transformational leaders in the Ministry of Energy in Iran encompass cognitive skills, global communication skills, general and specialized knowledge, and specific attitudes. In addition, causal conditions include personal characteristics, experience, and organizational factors, while strategies involve individual empowerment and development. Contextual conditions consist of organizational culture and a fair system, and intervening conditions include sanctions, national culture, and macro policies. Lastly, the consequences entail achieving the goals and missions of the Ministry of Energy, higher national income, sustainable development, and enhancing national security.
