Background: Governance institutions have been pursuing their rights and obligations for a long time. Recently, in the process of establishment of a smart city, the definition and separation of these duties have been the focus of urban policy makers.
Objective: The purpose of this research is to design an operational governance model for the smart city of Tehran.
Methods: Issues related to governance processes and smart cities and their dimensions in the world were examined by thematic analysis. The research was conducted using a qualitative research method through conducting semi-structured interviews with 16 academic and executive experts in the field of urban management.
Findings: The findings of the research show that for the success of the smart city programs in the metropolis of Tehran, the cooperation of all three governance sectors -- the government, private sector and civil society -- are required. To implement the policies, 27 main strategies were identified in a three-by-three matrix under the duties of all three departments at the three levels of system, organization and individual. Subsequently, the mechanisms and tools required for the success of smart building were identified. Finally, after data collecting and analysis, an operational governance model was designed for the smart city.
Conclusion: Taking into consideration the separation of the duties of the three governing bodies, providing codified programs in Tehran metropolis can contribute to reduce significantly the fragmentation of urban management.
