The administrative system in Iran faces a range of challenges, especially the challenges that are intertwined with human resource management, among the most important of these challenges, we can mention administrative corruption, which according to the evidence is one of the most important obstacles to the inefficiency of the administrative system. It is in the public sector. Recognizing the pivotal role that human resource systems play in curbing administrative corruption, this study endeavors to delineate the attributes and indicators of the staffing system's contribution to combating administrative corruption within the public sector. This paper endeavors to propose a comprehensive model for anti-corruption measures within the staffing system, employing the Interpretive Structural Modeling (ISM) Approach by interviews with 19 managers and human resources specialists. Utilizing ISM methodology, the study identifies six pivotal components in the interrelation zone: "meritocracy", "fair procedures", "impartiality", "legitimacy", "documentation" and "rule of law." These components are deemed dynamic, with modifications potentially impacting the entire system. The independent domain encompasses four influential components: "accountability", "communication", "Eliminating red tape" and "internal controls", which exert substantial influence and guidance within the model. Furthermore, the "transparency" element is situated in the dependency sphere, underscoring its reliance on other components.
