The government's capacity is the result of combining the analytical, operational and political competences of the government, and the capabilities and resources of policy making. The concept of "government capacity" and its comprehensive review is one of the basic needs of policy studies. The purpose of this study is to define and identify the components of government capacity. In this study, using a systematic literature review method, we have deeply investigated the concept of government capacity. This method, with the purposeful selection of a comprehensive protocol, reached the final number of extracted articles of 47. The result of this study shows that the capacity of the government means the potential ability of the government to carry out the duties of the government and coercive capacity (the ability to monopolize violence and establish public security, control borders and prevent civil war), financial capacity (providing income from society and providing goods), administrative capacity (decision-making power, ability to design and implement policy, ability to share correct information by governments and coordination and integration capacity), development capacity (knowledge capacity, infrastructure, human resources, capacity to implement change), Relational capacity (the degree of influence of the government in the society through optimizing the relationship and building trust and using the civil society to advance the goals of the government), legal capacity (the ability of the government to prioritize the law over all members of the society and control corruption) and political capacity (the approach of political leaders , legitimacy and international capacity) are its constituent factors.
