Many commercial and industrial activities in government or public executive bodies are of the type of large transactions, the implementation of which requires holding public tenders or limited tenders. Every year, a large number of commercial transactions are conducted through tenders, and due to its huge volume, even a small percentage of deviation from the law in this area can become a big economic corruption and take a significant amount. The purpose of this article is to design a system based on the fuzzy expert system methodology to identify the health of tenders. This system has a knowledge base in which there are rules that the amount of tender health or deviation from the law is deduced based on these rules, which are in the form of if-then rules.The rules of the knowledge base have been calculated by examining the upstream rules as well as the opinions of experts in this field, especially in monitoring devices, and then they have been converted into an if-then state. MATLAB software will be used to design the fuzzy expert system, which provides the possibility of collecting rules, coding rules and fuzzy inference. The designed system can be used in governing bodies, supervisory bodies and all bodies that organize tenders and intend to ensure compliance with the rules and the integrity of tenders.
