Providing appropriate services plays an important role in the efficiency and quality of governments. The correct use of artificial intelligence in the public sector can become the basis for improving the quality of decision-making in the public sector and providing appropriate services to citizens and increasing their satisfaction. This study identify the functions of artificial intelligence in improving the quality of public services by studying scientific sources in the field of artificial intelligence functions and based on thematic analysis method and identify 11 main functions and bases for artificial intelligence in improving the administrative system. Then using the structural-interpretive modeling (ISM) method, the identified functions were placed in four levels. Facilitating data-based decision-making in the public sector was placed as the most basic function at the fourth level and was identified as the most key function of artificial intelligence in the efficiency of the administrative system. Also the functions of increasing the quality and economic efficiency of service provision, reducing the cost of the consequences of ill-considered decisions and promoting transparency, accountability and public trust were recognized at the first level as the effects of artificial intelligence and the automation of processes, benefiting from collective intelligence and greater interaction with citizens, personalization of services, improvement of quality and smartization of human resources management,, intelligent problem finding in the public services and creation of intelligent inter-organizational interaction under the title of linked variables of leverage in Realizing the efficiency of the administrative system and public services based on artificial intelligence.
