طراحی مدل نظامات کارکرد محور و ارزش‌مدار سازمان‌های نهادی

چکیده

هدف این پژوهش، ارائۀ الگوی تدوین نظامات سازمان است. برای انجام این پژوهش، یک سازمان ارزش‌مدار و نظامی انتخاب شده و از طریق روش تحلیل محتوای کیفی، مورد مطالعه قرار گرفته است. ابتدا ویژگی‌های نظامات مطلوب، از منظر مدیران ارشد سازمان تعیین شد و سپس از طریق روش نمونه‌گیری قضاوتی و گلوله برفی، 12 نفر از خبرگان سازمانی و دانشگاهی انتخاب و طیّ مصاحبه‌ای، از آنها خواسته شد تا به تشریح مبانی طراحی نظامات، بر مبنای ویژگی‌های استخراج‌شده نظامات بپردازند. مصاحبه‌ها بر مبنای روش تحلیل محتوای کیفی مورد بررسی قرار گرفتند و در نهایت، 173 کد، 12 مقوله و 3 مضمون استخراج شدند که اکوسیستم نظامات را تشکیل می‌دهند. بر مبنای یافته‌های پژوهش، تعامل و هم‌افزایی در سه بُعد محیطی، شکلی و محتوایی نظامات که در قالب 3 مضمون استخراج شدند، سبب توسعۀ کارکرد نظامات و تنیدگی ارزش‌ها در تار و پود آنها می‌‌شود.

چکیده [English]

The purpose of this study is to present a model for formulating organizational systems. For this research, a value-based, military organization was selected and studied using qualitative Content Analysis Method. At the first step, the characteristics of desirable systems were determined from the perspective of the senior executives of the organization. Next, 12 professional and academic experts were selected and interviewed using judgmental and snowball sampling. They were asked to describe the basics of system design based on their characteristics. Interviews were analyzed based on qualitative Content Analysis Method. Finally, 173 codes, 12 categories, and 3 themes were extracted which altogether form the ecosystem of systems. Based on the research findings, the interaction and synergy between the three environmental, formalistic, and thematic dimensions of the systems, which extracted as three main themes, improve the systems’ functionality and add value to them.
