کاوش نقش‌های کارآفرینان خط‌مشی در خط‌مشی‌گذاری عمومی: یک مطالعه پدیدارنگارانه

چکیده
این پژوهش با هدف کاوش، فهم و طبقه‌بندی نقش‌های کارآفرینان خط‌مشی در خط‌مشی‌گذاری عمومی، برای نیل به درکی عمیق‌تر از این پدیده نزد افراد مورد مطالعه، انجام شده است. استراتژی انجام پژوهش، پدیدارنگاری و ابزار جمع‌آوری داده، مصاحبه نیمه‌ساختار‌یافته بوده است. روش نمونه‌گیری در پژوهش حاضر، هدفمند و مبتنی بر راهبردهای بیشینه تنوع و گلوله برفی بوده و حجم نمونه براساس قاعده اشباع نظری تا بیست نفر مشخص شد. بر این اساس، با بیست نفر از افرادی که در سال‌های اخیر به‌طور مستقیم پدیده کارآفرینی خط‌مشی را از طریق به سرانجام رساندن نوآوری‌های سیاستی در یازده خط‌مشی نوآورانه، تجربه کرده بودند، مصاحبه شده است. نتایج حاصل از تجزیه‌وتحلیل داده‌ها، نشان‌دهنده شش طبقه توصیفی از نقش‌های کارآفرینان خط‌مشی بوده که عبارتند از: «بازیگر دغدغه‌مند»، «مربی»، «بازاریاب»، «سیاست‌پیشه»، «بازیگر پشت‌صحنه» و «ناظر» که در سه سطح، فرد، شبکه‌های خط‌مشی و نهاد، قابل تقسیم‌بندی هستند. مبتنی بر طبقات توصیفی کشف‌شده، در ‌نهایت فضای نتیجه برای نقش‌های کارآفرینان خط‌مشی ارائه شده است.

This study aims to explore, understand, and classify the roles of policy entrepreneurs in public policy-making, providing a deeper understanding of this phenomenon from the perspectives of the study participants. A phenomenographical approach was adopted, with semi-structured interviews as the primary method of data collection. The sampling was purposive, employing maximum variation and snowball methods, with a sample sizse determined based on theoretical saturation, totaling twenty participants. Interviews were conducted with twenty individuals who had recently engaged in policy entrepreneurship through implementing policy innovations across eleven policy domains. The analysis revealed six descriptive categories of policy entrepreneurs' roles: "Concerned Actor," "Mentor," "Marketer," "Politician," "Behind-the-Scenes Actor," and "Observer," each categorized at the individual, policy network, and institutional levels. Based on these identified descriptive categories, an Outcome Space of the roles of policy entrepreneurs in public policy-making in Iran is presented to address the research question.
