The current research was conducted with the aim of presenting an integrated (architectural) model of human resource competence in the Ministry of Energy and with a combined approach. In the qualitative dimension, in order to identify the dimensions and components of the model, the theme analysis strategy was used, and in the quantitative dimension, in order to validate the dimensions and components of the model, the fuzzy Delphi method was used, and for their prioritization, the fuzzy swara technique was used. In this regard, 12 experts and experts in human resource management and strategic management of the Ministry of Energy and its subsidiaries in public sector, as well as university professors, were selected to conduct semi-structured interviews. The findings showed that the factors that make up the integrated (architectural) model of human resources competence of the Ministry of Energy include four constructs: "competent human resource managers", "competent systems and processes", "competent human resources" and "organization strategies (in the field of human resources)". Each of these constructs respectively has three dimensions "communication skills, team activity development skills and leadership skills", three dimensions "educational development processes, effective human resources processes and organizational coordination processes", two dimensions "strategic competencies, operational competencies". and two dimensions are "paternal and committed strategies".
