,Abstract

Given the advantages of a community-based approach in achieving sustainable development and the importance of environmental protection, it is essential to develop a model for the community-based implementation of environmental protection policies alongside the conventional government-centred approach.This qualitative study was conducted within an inductive paradigm. In terms of purpose, it was fundamental research, and in terms of method, it adopted a descriptive-survey design.The research population consisted of experts with relevant knowledge and experience, of whom 30 were selected through convenience sampling. Data were collected through semi-structured interviews and analysed using ATLAS.ti software and the grounded theory method based on Strauss and Corbin’s approach. The coding process resulted in the identification of 103 initial codes, 40 concepts,and 15 categories,which were subsequently validated by experts using the Delphi technique.The findings revealed that the community-based implementation of environmental protection policies in Iran is influenced by causal,contextual,intervening, and strategic conditions.The interaction among these conditions contributes to outcomes such as sustainable development and participatory environmental governance. Accordingly,community-based implementation should not be regarded merely as an implementation mechanism or a form of public participation; rather,it represents a governance model based on the redistribution of roles and responsibilities among the government,civil society,the private sector,and local communities.Furthermore, strengthening financial support, expanding collaboration with the media and academic and research institutions, enhancing public awareness,and continuously evaluating the performance of organisations active in the environmental field are among the most important requirements for the successful realisation of this model.
