The performance of Members of the Islamic Consultative Assembly (Majlis) cannot be understood by merely counting parliamentary activities, given their legislative, oversight, and representative roles and their engagement with diverse demands, institutional and environmental constraints, and multiple actors. However, the literature offers limited integrated frameworks for understanding the quality of organizing representative action in this context. This study aimed to design a conceptual framework for the strategic performance of Members of the Islamic Consultative Assembly. Strategic performance refers to the quality of selecting, prioritizing, combining, directing, and following up representative actions in response to public issues and contextual constraints. The study adopted an applied-developmental purpose and a qualitative approach supplemented by an expert-consensus stage. Data were collected through documentary analysis and 25 semi-structured interviews with current and former members of parliament and academic and executive experts in parliamentary affairs, governance, and public administration. Data were analyzed using thematic analysis, yielding 136 initial codes, 63 aggregated codes, and 17 organizing themes structured into four themes. The framework was refined through two-round Delphi process involving 12 experts, focusing on necessity, appropriateness, and conceptual clarity. Findings identified four related but distinct domains: institutional and contextual conditions, representative capacities and capabilities, patterns of parliamentary agency, and perceived outcomes for governance and public issues. The framework conceptualizes strategic performance through the context of action, representative capacities, the selection and direction of actions, and their perceived outcomes, with public value serving as a theoretical lens for interpreting their public significance.
