تبیین عوامل مؤثر بر شکل‌گیری جو اخلاقی با تأکید بر نقش اقدامات مدیریت منابع انسانی و ارزش‌های فرهنگی (مورد مطالعه: سازمان‌های دولتی شهر بندرعباس)

چکیده

پیچیده­ تر شدن روزافزون سازمان­های دولتی و افزایش میزان اقدامات غیراخلاقی و غیرقانونی در محیط­های کاری توجه به ایجاد و حفظ جو اخلاقی در این سازمان­ها را ضروری ساخته است. این مقاله در راستای پژوهشی به منظور شناخت عوامل مؤثر در شکل‌گیری جو اخلاقی از دیدگاه کارکنان سازمان­های دولتی با رویکرد پیمایشی تدوین شده است. هدف پژوهش بررسی نقش اقدامات مدیریت منابع انسانی و ارزش­های فرهنگی بر جو اخلاقی در سازمان­های دولتی شهر بندرعباس است. حجم نمونه آماری به کمک جدول کرجسی و مورگان 260 نفر به دست آمد. روایی پرسشنامه­ها با استفاده از روایی صوری، واگرا و همگرا و پایایی آن­ها نیز با استفاده از ضریب آلفای کرونباخ تعیین شد. به منظور تجزیه‌وتحلیل داده­ها از نرم­افزار SPSS 24 و Smart-PLS 3 استفاده شده است. بر اساس نتایج پژوهش، شیوه­های شکل­گیری جو اخلاقی در سازمان­های دولتی عبارتند از: اقدامات توانمندساز مدیریت منابع انسانی شامل برنامه­های آموزشی، آموزش ارزش­های اخلاقی، استخدام کارکنان دارای ارزش­های اخلاقی، توسعه مهارت کارکنان و همچنین ایجاد تعارض ­شناختی در موقعیت­های مبهم اخلاقی. سایر نتایج نشان داد که مؤلفه درگیر شدن در کار (شامل تیم­سازی، توانمندسازی و توسعه قابلیت) و مؤلفه انطباق­پذیری (شامل ایجاد تغییر، مشتری­گرایی و یادگیری سازمانی) بر جو اخلاقی سازمان مؤثر هستند.

چکیده [English]

The growing complexity of public organizations and the increase of unethical and illegal actions in the workplaces have made it necessary to pay attention to the development and maintenance of ethical climate in these organizations. This study, using a survey approach, has been conducted following a research aimed at identifying the main factors influencing ethical climate from the viewpoint of employees of public organizations. The purpose of this research is to investigate the impact of human resource management practices and cultural values ​​on ethical climate in public organizations of Bandar Abbas city. The sample size was 260 based on Krejcie and Morgan table. The validity of the questionnaires was confirmed using formal, divergent, and convergent validity. To examine the reliability, Cronbach's alpha was used. SPSS 24 and Smart-PLS 3 software were used to analyze the data. The results show that the ways of development of ethical climate in public organizations are: Human resource management’s empowerment  practices including training programs, training of ethical values, recruiting employee with ethical values, employee skills development As well as the creation of cognitive conflict in challenging moral situations. Other results indicates that the involvement in work, including team orientation, empowerment, and capability development, and the component of adaptability, including creating change, customer focus, and organizational learning, impact  the organizational ethical climate.
