مدل انگیزش کارکنان در بخش عمومی ایران: ابعاد و شاخص‌ها

چکیده

مفهوم‌سازی انگیزش کارکنان در بخش عمومی ازجمله مباحثی است که در چندین مطالعه به آن پرداخته ‌شده است و ابعاد و شاخص­هایی برای آن در نظر گرفته‌شده است؛ لیکن تمامی مطالعه­های یادشده در کشورهای غربی انجام‌شده است. از آنجا که مفهوم انگیزش کارکنان در بخش عمومی، مفهومی وابسته به فرهنگ و زمینه نهادی هر کشور است، شناسایی ابعاد و شاخص­های آن در ایران اهمیت زیادی دارد که تاکنون انجام ‌نشده است. از این رو هدف از انجام این پژوهش، شناسایی ابعاد و شاخص­های انگیزش کارکنان بخش عمومی در ایران است. جامعه آماری پژوهش، کارکنان سازمان صداوسیما هستند. پژوهش، به ‌صورت ترکیبی انجام‌شده است؛ بدین ترتیب که نخست، اقدام به انجام مصاحبه با کارکنان باهدف شناسایی عوامل تشکیل‌دهنده انگیزش کارکنان از دیدگاه خود آنان شد. سپس بر اساس این عوامل همراه با ابعاد شناسایی‌شده برای انگیزش کارکنان بخش عمومی در پژوهش‌های پیشین، پرسشنامه پژوهش تهیه شد و بین 1000 نفر از کارکنان توزیع شد. داده­ها با روش تحلیل عاملی اکتشافی، تحلیل و ابعاد و شاخص­های نهایی مشخص شد. ابعاد شناسایی‌شده برای انگیزش کارکنان در بخش عمومی ایران بر اساس نتایج تحلیل عاملی اکتشافی عبارتند از: ارتباط اثربخش در محیط کار، رعایت اخلاق حرفه­ای در سازمان، کار شایسته، اتکا بر ضوابط و عدالت سازمانی. نتایج این پژوهش نشان می­دهد ابعاد شناسایی‌شده برای انگیزش کارکنان بخش عمومی ایران با ابعادی که در سطح بین‌المللی بر روی آن اجماع وجود دارد، تفاوت دارند و آنچه زیربنای نظریه انگیزش کارکنان در بخش عمومی را شکل می‌دهد و انگیزش کارکنان را ناشی از محرک­های ذاتی می­داند، در خصوص جامعه آماری این پژوهش تائید نشد و مشاهده شد که محرک­های بیرونی نقش پررنگ­تری در ایجاد انگیزه برای کارکنان داشتند.

Conceptualization of Public Service Motivation (PSM) considered as one of the issues that has been addressed in several studies. Some dimensions and indicators have been designed for PSM. It has rooted in western literature and the studies have been conducted in western countries. Considering this fact, identifying the dimensions and indicators of this concept in Iran can be very fruitful. However, so far no research has been conducted in Iran to address this issue. So, the purpose of this study is identifying the dimensions and indicators of PSM in Iran. The statistical population of the research is employees of Islamic Republic of Iran Broadcasting. This research has been done based on mixed methodology. Thus, first, interviews were conducted with employees in order to identify the factors that motivate employees from their own perspective. Then, these factors along with the identified dimensions to motivate public sector employees in previous research, formed a research questionnaire and was distributed among 1000 employees. Data were analyzed using exploratory factor analysis, and the final dimensions and indicators were identified. The dimensions of employees’ motivation in Iranian public sector, based on the results obtained from exploratory factor analysis, includes effective communication in the workplace, observance of professional ethics in the organization, decent work, reliance on criteria and organizational justice. The results of this study show that the dimensions are different from the western model, on which there is an international consensus. Moreover, what forms the basis of the theory of employees’ motivation in the public sector and considers employees’ motivation as the result of intrinsic stimuli was not confirmed in this study and it was observed that external stimuli had a greater role in motivating employees.
